This is either disingenuous or wrong. The economic impacts of film incentives are robust and far more pervasive than catering and security. You are talking about a few percent of the local spend in those line items.
There are plenty of valid reasons to oppose film incentives, mainly they cost too much and don't produce anything sustainable. You don't have to make demonstrably false statements about the economic impact.
