I had a cousin(passed away,) that had a small shipping service company, he had a pretty good contract with NYC to continuously go around the boroughs with barges and collect all of the raw sewerage, after the barges were full of shite they would tow them out into the Atlantic to the exact minimum required and pump it all back into the ocean

Yeah, it is in the seaweed now. Typical fear mongering by CNN. The bacteria wasn't there when tested but it COULD be.

Sanitary sewer overflows are the main problem. It will takes extensive infrastructure work to fix issues.
