OT Teachers: what’s the reason behind the standardized annual tests?
My kid has straight A’s all year and a 3 hour exam on 1 day can determine if he needs summer school?

WTF?

There needs to be some standardization so schools aren’t just handing out As like candy. There are 4.0 valedictorians getting 16 on the ACT

GW Bush (No Child Left Behind) and Jindal (implementing the policy via John White). In short...politics.
FWIW...I voted for both of them (twice).

The policy is poorly designed, and VERY poorly implemented.

In 1984, then-Governor Mark White appointed Dallas businessman Ross Perot to lead a commission to study public education reform in Texas. As a result of the study "No Pass No Play" was enacted as part of a series of reforms included in House Bill 72, which took effect in 1984 under White's direction.[citation needed] The rule stipulates that Texas public school students who participate in extracurricular activities must achieve a passing grade (70% or higher, 60% or higher for Advanced Placement (AP), Pre-AP or GT) in order to qualify to continue participating in extracurricular activities such as athletics, band, and orchestra. Progress is assessed following each six-week grading period. If students receive at least one failing grade on their report card, they are ineligible to participate in extracurricular activities until the failing grade(s) reach acceptable levels. No Pass No Play affects all students involved in extracurricular activities in all school districts. Some other states have followed Texas' example.

The rule went into effect between semesters of the 1984–1985 school year. At the Houston Independent School District, the percentages of failing report card grades for all high school campuses decreased from 16 percent to 13 percent. 23 of the district's 26 high schools had decreases in "F" grades.

this unprecedented move by the State into local districts led to standardized testing tied to school funding and somehow Dallas Carter still beat those plucky Mojo kids from TV show based n a movie

I don't know if they still do this, but when I was in HS, I remember we had to do a test every year. It didn't affect whether you passed or failed, I think it was for the state to see how each school was doing..I remember we use to race to see who could fill out their scantrons the fastest.

So now, these test determine whether you go to the next grade or not?

I would like to give a couple of examples as to how testing as a means to determine a school's "performance score" is BS.

1. Virtually every student must take the pre-ACT and the ACT. Why? Is the ACT going to be a barometer that indicates that the SPED child with significant learning disabilities has...significant learning disabilities. I wouldn't be surprised to see Jindal and John White working for ACT at some point in the future (or at least making bank off of speaking engagements). That test is NOT cheap and makes that company a fortune.

2. Using "End of Course" tests to determine a school's performance score.
An example...US History (typically taught to 11th grade students) only has to be passed IF the student failed to pass Biology (typically a 10th grade course). Sooooooo...if you teach US History, and 90% of your students passed Biology, then all they have to do is put their name on the test and life is good (FWIW, I wouldn't waste my time taking the test either). An AP student with a 33 on the ACT wrote the following essay, "I'm bored and I have to poo." Obviously, according to his essay, that teacher and that school suck. In most years the EOC test can take the place of the exam. However, in the event that isn't the case (when the state can't fonish grading the test prior to the end of the school year), the teacher is blamed fully.
The system sucks.

Just my .02.

TLDR - The teachers are at fault.
