Yeah, I get that 100%. If I were in your shoes I’d have been just as pissed.
I will say this, just to play devil’s advocate - a tow lot that’s contracted by police to hold impounded vehicles likely sees a TON of cases where the owner either can’t or won’t pay the fee and pick up their vehicle. Which means their business is probably built around holding the vehicle for years, obtaining the title, and selling it.
That business model is potentially a cash flow nightmare so I’m sure they exert the bare minimum effort needed on their part to notify the owner, who isn’t really even their customer. Yeah, it’s sketchy. But somebody has to do it, and if the cops don’t have their own lot, that means a private company who needs to turn a profit.
Again, I’d have been furious if I had been in your shoes. And you’re right that it shouldn’t be THAT damned difficult to create a system where the owner is notified immediately, regardless of how long it’s been - especially when the police of all people are the ones having the stolen vehicle towed.

If they didn't do the work claimed, and were demanding payment for work they never did on property they were withholding for payment on fraudulently claimed work. . .
That is felony extortion, isn't it?

Yeah, you're talking about a business that has to have enough real estate as a salvage yard without the benefit of actually being able to part out vehicles and sell immediately.
Compounding that, they have to navigate government bureaucracy to obtain titles for some, if not all of the vehicles they take in. I had to figure this out myself when I purchased a vehicle and the motherfricker skipped titles on me. It's not even easy to get DMV to answer the phone.

Keep in mind it’s stolen property they were withholding as well. The only thing that would make something like that worse is if you used the postal service in the commission of that. I’m not a lawyer either so I’m just pondering, of course.
