Has anyone suggested that your file a claim with your insurance co., and let them go after the other party?
I was in a similar situation years ago, and after wasting time trying to file a claim with Champion Insurance (crooked as shite) I filed a claim and it was settled within a week.

If you have their license plate your insurance company will do the rest to get their money back

Do you have a friend who is a lawyer? If so, ask them to send them a letter on his overhead. They will know how to word it. Make sure to include the part about the witnesses. Send it certified.

Tell them it’s the quote you have and if they won’t accept it, you’ll file an insurance claim. It’s not difficult.

It was in a parking lot, no one is at fault. Your insurance covers your damage and their insurance covers their. Sucks, but that’s how it is in LA. If they had called the cops, they cops would not even have responded

I assume you have the identity of the actual driver and their license plate number? I’d file a police report first and then file the claim with your insurance (assuming you have collision). I’d also make a copy of the note and any communications to give to the police when you file the report.
Worse case scenario is that you pay your deductible and move on - which would still be better than just eating it if they ghosted you, unless the damage is super minor or something. Best case scenario is that your insurance goes after their insurance, you get your deductible back, and you get the added satisfaction of winning after they tried to ghost you.

Just file an insurance claim. Your insurance will find and go after their insurance, and bring it to court if need be.
