I'm getting the "shitty records" vibe from this guy.

If you agreed to their billing rates and the amount of hours it required to complete, then no there's nothing you can do. use someone else next time.

This is how I know your records were a mess.
ETA: Ok, all joking aside. Yes, I mean first off what is their hourly rate? Some firms just charge by what forms they have to fill out. You are looking for most likely $100-200 an hour, as said in major cities with big accounting could be 3-4 times that. So if they did 30 hours of work for you that is very fair.

What floors me is he said the bill was after a 40 percent discount. Dealing with the foreign income is probably a grand on the spot. Crappy records could easily be 3500 if the cpa had to do an entire year of compiling records.

You can definitely fight it and likely have it lowered.
Edit: Judging by the responses in here, if your records are a trainwreck, it can easily jack up the cost. I have dealt with many clients like that.

Posting in this thread for later - many people do not understand the time effort and training that goes into sorting records, posting entries, recording depreciation, reclassifying transactions, etc.
The first step is assessing what needs to be done, then doing it, then having that work reviewed. Most firms' quality control will not allow end of year accounting and tax work to leave the office without a reviewer. You could have debt allocations, basis limitation, active vs passive loss and every line on a tax return has some sort of limitation or worksheet that feeds into the main return.
Plainly put - I have some smalls like you that get their returns done for 1300-1500 and some that run over $5K - it really just depends. If you are waiting till now to get things done, my guess is that you are a mess as I have have a lot of experience that would point to that conclusion.

Lots of small little charges for answering emails etc...
Do you think CPAs are supposed to work pro bono? Unless you agreed to a fixed fee they're going to charge you for time spent on your taxes, whether it was preparing the schedule or answering questions via email.

Foreign income. That's part of the problem. I'm not sure he gets that. Anytime I have a dispute over a bill, I sit down and show them the detailed time logs and what all went into the finished product.

That's enough money to try to do the taxes over by yourself (just as an exercise), and a) see how long it takes you and b) see how much more/less you owe/are owed.

Everyone thinks their taxes are simple.
Usually the only simple thing is their thinking it's simple.

I have at least 8 states, plus federal for my wife and I with itemization, some investments and other one offs, and I hound the shite out of my guy every year in email and calls about the results because I graduated in accounting and haven't touched taxes since junior year but think I know what the hell is up, and he charges me anywhere from $500-800 depending on the year.
And my company pays the whole bill.
