Insurance is high and rising in Florida. But this one was also poorly managed and has a lot of code violations with the county. It is also old and the inspections and upgrades are a bear.
Article mentions that investors may buy units cheap and redevelop. Sucks for the owners, value is dropping like a rock.

It’s the insurance. I remember years ago people were pouring out of the phoenixs and condos in Orange Beach etc because of that. The yearly insurance cost was a 1/3 the value of the whole building. Even all my doctor buddies were getting out and most of them didn’t have a mortgage or anything.

They tell you in the article exactly what happened.
Sounds like the association did a piss poor job managing the needs of the property over the years and it's caught up to everyone.

Our retirement plan for years was a condo in or around Stuart with a deeded covered slip. Not anymore. The number of people in Florida who are on a fixed income who have been forced to vacate their property because the HOA fees increased far beyond what it cost so the lawyers could buy the places for a song and a developer can come in, tear it down and build a more expensive model is staggering.

Try owning a condo in the Four Seasons in New Orleans. Boysie’s 17 million dollar stabbing pad on the 30th floor listed nearly 7 grand a month in HOA fees when it was listed for sale a few years ago.
But if you can afford a 17 million dollar penthouse and a house in the garden district, you can afford the HOA fees.

What’s the back story here? HOA have to pass a budget. They have to take care of the common space (mow and insurance), take care of any lakes, pools, HOA building (condo in article). But if the roads within the facility are private maintenance then the HOA is responsible for that as well.
I will never own a home in a subdivision with private roads for this reason.

You originally signed in your home purchase contract that you will pay the HOA fees monthly. Failure to do so, eventually the HOA attorney will contact you to pay up. If not, they will put a lien on your home.
