this was predicted since last week from the european forcast models but they decided not to show those on TV even though it was said to have a very high chance to happen in the aftermath of the hurricane breaking up, all the american models showed different so they decided not to show it. and now that its become real, this is just a repeat of that same prediction with "slightly" higher chances of probability
maybe if you guys knew how to pay attention, you wouldnt be so quick to make baseless assumptions.

The new storm spins off of a boundary Harvey leaves behind as it transitions into a post tropical system. It's a different circulation altogether.
