Yep. They recently put a sign to acknowledge the fact:
. "Harlem" was the original name of Causeway Blvd. before the Causeway was built.
Neighborhood on other side of Causeway is known as "Shrewsbury", after Shrewsbury Road. Local R&B artist Tommy Ridgley (from the area) even wrote a couple of songs about Shrewsbury. Here's one:

The area surrounding Metairie Road (and before that Bayou Metairie) -- commonly referred to as "Old Metairie" --was developed well before the rest of Metairie.
