Most yards and docks I have worked in and around required all personnel to have them. I am sure there are jobs to be had without a TWIC, but most of the ones worth a lick in the South La Oilfield require it.

OP said his BIL wanted an oilfield job in SLA. So I think the TWIC is relevant.
Getting some roughneck work in OK for the time being for experience would serve his BIL the best though if he wants in the industry. If he just wants to move to South La then he may have a rough go until things pick up and there's a little more time between his charge and TSA reviewing his application.

He will need a TWIC card for any decent job in the oilfield.
Working for an engineering firm I was stunned by the number of places I (as an intern) needed a TWIC card.
A friend of mine worked for the State after the BP spill and they had problems hiring people because good ole Big Brother (TSA) required the people who spent their days picking up the shite off of the beaches to have TWIC cards.

He can't get a TWIC card without an expungement. That said I know former felons who work for headhunters that work for plants. They aren't actual plant employees but they work in plants. Contract employees.
I know an inspector who borrowed the neighbor's canoe to go fishing and returned it, yet the owner pressed charges and the canoe cost over $500 so it was a felony. He was 17 at the time. Couldn't get a decent job until his expungement finally went through a few years back.

Nobody can work at our site without a TWIC, it's not only based on marine access but certain chemicals are on the list that drive you to require TWIC.

Felonies usually restrict you from entering certain job sites. I've seen people come in and get turned down for a felony and get redirected to another job site.

I've been out of PHI Boothville, Golden Meadow, and Patterson via helicopter and have never been asked for my TWIC. I have it, but it isn't a requirement on any of the properties I've been to.

I was his neighbor (not the one with the boat) I remember when it happened. The obvious trail to his shed, the broken fence board between the two yards. The guy behind him got the boat back. A boat which hadn't been moved in years. It was a Pirogue, something two teens could carry a few blocks to a canal. twenty years later I still can't believe it was a felony. He was an idiot for it, and the year probation he did deserve but to lose the right to vote and to own a gun because he took a boat that sat for years and brought it back always blew my mind. Kenner FWIW.
