Yes, the claim is that if storage space runs out they will pay customers to take it. Sounds fricky but I guess it's possible.

That is basically what the economist opinion was in the article.

He thinks demand could drop by 20 million barrels a day.

It's a supply and demand thing. Depending on which hub that oil is coming from. It's not likely, but it's not some pie in the sky thing.
Nat gas has traded negative out of the Waha hub multiple times in the past year. But that was also in part because people were willing to take the loss on gas knowing they'd make it up with the crude and ngls.

Oil is dropping like a rock but the gas stations in Covington and Mandeville have been holding steady with their prices at $1.99 for the past three weeks while other areas are $0.20-0.30 cheaper.

I was a production engineer for an operator before being laid off and we had to pay people to buy our natural gas in west Texas there was such an over supply
