But this city, along with literally ever city on the planet, will NEVER EVER be 100% vaccinated. Just not gonna happen. The question is, how will they blame the low vaccination numbers on Evil White People when the anti-vaxxers are pretty split across all races. Aren’t they having a harder time getting Blacks and Hispanics to get the vaccination?

I'm not disagreeing. But, either way, there's hard-to-prove scapegoat in place if restrictions don't improve outcomes.

For masks, yes.
But for vaccines... it's pretty easy to track if people getting COVID today had their shot previously and that can be further detailed by hospitalizations.
