I think it used to be like this back in the day

The other day I actually thought about something similar after reading one of the daily Baton Rouge panhandling threads.

1) Anyone needing government assistance for more than 6 months must submit to a physical and psychological evaluation.
2) Social workers will then classify each person based on aptitude, physical ability, and skill level.
3) Establish a self sustaining community that allows each person to contribute based on their rank.
4) Job training for trade work is done in such a way that a person can earn a certification in their field
5) Work with local industry to hire people once they have earned a certification

Great rule.

They don't get the right to ruin property owned by others and harm the health of others that the government is in charge of taking care of medically.

It won't be enforced though.

It’s only impossible because it will dismantle the vote farms and eventually give people independence and autonomy. It gives Them purpose.

And people with pride and purpose are less easily manipulated by certain elements.

Unintended consequences would put alot of people out of work, thereby increasing those on welfare in the camps, thereby increasing what they could accomplish, putting more people out of work, thereby increasing those on welfare...

Around zero people would participate in that, and then you're the guy putting people out on the streets and making them starve

Besides, that's racist

you must now smoke it at least 25 away from your home or administration building
So you can't even smoke on your front porch?

And won't that make smokers go invade other people's areas since they can only smoke 25 feet away from their own?

And wait a minute. Couldn't two assholes just take their smoke breaks in each others' houses? "Hey. It's 25 feet away from MY house, y'honor."

The issue with this is threefold:

One, Social workers are generally lazy and you are giving them a lot of work and responsibility.

Two, and most importantly, most of these EBT, public housing residents know how to work the system to their advantage. They'll figure out a way to still do as little as possible in order to continue receiving funds.

And sadly, three, and I'm not trying to go political, but the answer is that the Democratic Party needs voters to be dependent on the government to ensure votes. They need just the right amount of handouts. It's like a drug dealer: you want to give your customers just the right amount of drugs to stay hooked, but not too much to kill them off, or too little to have them move on to someone else.
