I refuse to use dispensers, I just bring my own travel toiletries.

I stay in a hotel probably 40 nights a year and I don't use the coffee makers in the room for this reason.
However what are the odds you end up in the room that someone fricked with the shampoo holder during that refill? Gotta be pretty low. I doubt there are a ton of people taking the time to frick with the shampoo. Unlike the coffee maker, the shampoo doesn't stay in the room forever.

Most hotels I’ve been staying in have permanent dispensers in the showers.
I don’t support this because of the government mandate but this does not mean hotels won’t ever provide shampoo now.

Majority of hotels have went to dispensers over the years. I have not seen the small bottles in a while

K had that idea as a kid walking around the new stardust tower back in the day. A lot of chains have gone to this as you have said. They may be just trying to influence that with policy

By them stating that these items are "banned" it protects the hotels from potential backlash from customers. They are giving the hotels favorable optics that ultimately line the hotels pockets.
No more, no less.
Profit margins at Hilton etc. should rise.
