I'm only aware of the Wisconsin program but I was really looking at it from a federal level. AFAIK the Wisconsin program is still in effect but I don't know that much about it.

It clearly says in the Constitution that people have a right to sit on their porch, like big turds, having shelter and being fed by the labors of others. The part where we give them pocket money also is a little less clear.
