Yes, absolutely. Very ineffectively most likely, but yes. You have to return fire in that situation.
You only need to shoot back enough for them to realize somebody is shooting back to DRAMATICALLY shift the dynamic of the situation. Once you switch them from free range murder to gun fight mode, you're saving lives. Every second they're worried about you, youre saving lives. You don't have to win a 2 on 1 gunfight with your sidearm to save lives, you just need to draw fire. Any fire directed at you is not directed at civilians. They almost certainly are not going to hit you.
Now, when the rest of the dept takes 11 minutes to get their shite together and respond, you might be fricked. Still, step 1 to stopping mass murder is somebody returning fire.

I’m assuming with a name like TigerReb that you’re perpetually confused. Everyone at that beach location had their life threatened, right? Most of them just left, right? Not murdered, right? Case fricking closed.

Again, the way this stops is making the shooters aware they are on a 2 way range. They are likely not going to be trained shooters and as soon as they know they are being engaged they will switch to phase 2 of their sick little adventure - go down in a blaze of glory in a gun fight with the law. As soon as they are aware someone is shooting back, the free range mass murder part of the event is over with. They know that it's going to happen eventually and assuming they aren't professionals, their brain is going to be dying of anticipation and the instant they know someone is returning fire, they're going full on gun fight mode.
Now this does bring up a touchy point - do you want the average street cop to be a real trained killer? Because that's what you need, and we generally don't like the idea of the run of the mill police force spending their time learning how to do tactical shite. The only kind of people who can be relied on to engage and end this kind of event 100% of the time are people who live for it and you'll need a bunch of them to have any chance of having the right person in the right place at the right time. It's a lot to ask of the average street cop to deal with something like a mass shooting.
