I was getting my hair cut this morning and there was a lady outside the place just bawling.

The car very well could have not had a cage. The link also says that the officer was trying to keep the suspect in the vehicle. The suspect could have been kicking at the windows, etc. and when the officer stopped the car to get out and control him the guy could have slipped out of the cuffs and grabbed his gun.
ETA: Nvm, just saw that the cruiser crashed, so he must have been driving while he was shot.
