New Orleans people who is this Juan Laonta on billboards

I saw a few billboards for this guy Juan Lafonta in the New Orleans area. Now the lady on the billboard looks like a man in a wig on the cartoon like billboard by the superdome. That billboard did not do that lady justice as she looks like a man.

Juan Lafonta is a perfect representation of New Orleans.
Corrupt personal injury lawyer turned politician who built his reputation and career on racial division, then exploited his office and the black people who got him to power, then was brought up on corruption charges, then beat the corruption charges by the skin of his teeth then went back to personal injury and doubled down on a stupid ad campaign aimed at taking advantage of the poorer segment of the population.

Pretty sure I was in a CLE with him this week. Saw his name tag and couldn't pinpoint why it sounded so familiar. Then when I was driving home I saw one of his billboards that looks like a Marvel comic. I presume he's a douche, but I'll give credit for having some original billboards
