If he has a salvage license (maybe not the exactly correct phrasing) I don't think it needs to be notarized. Make sure you get the bill of sale and also report it to the state on the OMV website.

In hindsight it has got to be WW2, but I was under the impression the west didn't really know about and/or believe the holocaust was going on at the time and it wasn't until after troops started moving into the heart of German occupied territory that we knew what was going on.
