Maybe just move your table if you don't want to even try and talk to them.
I bet they get close to the fence so they aren't stinking up their pergola area or letting smoke in their own house, which is kind of funny in this situation.

They sit right by the fence in their backyard... so the smoke comes into my yard as if they are smoking in my yard.
If they just moved to a different spot in their backyard it probably wouldn’t be a problem.

you should be on Live PD. Those cops smell weed from a car on the other side of the boulevard. Its uncanny.
but to your point, are you a bitch about and go whining to them b/c you smell smoke? If so, you should invest in a patio fan so the smoke smell doesn't just sit.

And just so people really understand... if they just smoked every-now-and-then, it wouldn't be a big deal.

I hate smoke andnthat would piss me off too. But unfortunately there is nothing you can do. Like others have said maybe try a nice conversation with them. That’s kind of awkward thing to do but worth a shot. Worst thing they can do is say no. You have nothing to lose by asking and may gain something in return.
Or like someone mentioned get a pretty good powered box fan. One with wheels. Every time they light up roll it out and blow it back their way. Wind will overpower smoke every time. And you get added benefit of having box fan for parties and other situations where you want to use it.
