They have those all over the UK (I drive there a lot). They are aggravating as hell, but they are effective, I guess.
The ones in the UK make it so that only one car can pass on a two-way road. So if the car going the opposite way beats you to the block you have to pull over and wait (generally the pass through aligns with one lane) for that car, and the ones lined up behind it.
