Could be a facial mask. If we went as far to get a movie quality mask, he would definitely have wanted it to be caught on a grainy street camera.
Or maybe he is a professional assassin whose loved one was denied coverage. Would explain why he disabled him 1st with a calf shot. Make sure the CEO had a few seconds to process the fact that he was about to die.

How TF you can watch the video and come to this conclusion is baffling. I can't describe the level of stupid it takes.
He VERY CLEARLY steps out and aims directly at the center of his back. Victim gets hit, stumbles forward and falls while the shooter is standing still trying to get another shot off.
Victim goes down much farther away from shooter while he clears the jammed gun. Finally gets the second round off in the victim who is laying on the ground. This is very likely the time he was hit in the leg, which would have been unintentional.
And that's why he puts a third round in him...because he realized he only got one lethal shot in. Walks closer and takes good aim and ensures the job is done.

Think you are trying a little hard here to rile someone up. He wasn’t MLK or JFK, but was certainly prominent enough. He was the CEO of the biggest insurance company of the US, getting shot in the manner which took place, with the type of gun, marksmanship qualities, with writings on the casings…clearly could be defined as an assassination.
