Most are saying he is most likely using a suppressed handgun with low velocity ammo to reduce the noise and hand cocking the handgun to cycle it and collect the spent casing in one move.
That's a pro move.

There seems to be a malfunction on the shot attempt. Racked the slide twice before getting the second shot off.

This is what I was going to say. I’m not in a position to critique his form either way, but that dude just stone cold killed someone knowing he was surrounded by people and cameras. Didn’t flinch. Never sped up. That’s someone who has done this before.

Dude assassinated a prominent figure in mid town Manhattan and has yet to be caught. He calmly adjusted his weapon after it malfunctioned, and then just walked away like he does this every day.
