The dog rape thing did seem pretty stupid, but can a country seriously sue for defamation?

I think it is an interesting question which should be explored.
Libel and slander aren’t legal simply because it is another country AFAIK.

Israel is suing to discredit the reporting and paint it as antisemitic, not because it's actually false. (I don't know if it's true or not, but Kristof isn't a hack and the publisher is standing behind the story.)
Israel knows this will never be heard in any court, but the suit gives the impression that they have a case and provides the people who make a living defending Israel with another talking point.

I’m not sure a country, including the United States, can sue for defamation. Defamation is typically supposed to committed against a person, not a non-personal entity such as a government. It’s even difficult (albeit not unheard of) for a corporation to sue for defamation.
With that being said, the fact that a foreign country rather than the US is the suing entity does seem to add yet another complication.
