Rake them up, start a compost pile, plant tomatoes in the spring, use the compost, then don't share any of the tomatoes with your neighbor. Lemons into lemonade, if you will.

Magnolia leaves don't blow across the street into other yards. They are too heavy.

Maybe you could put up some of those garden fence plastic things as a leaf catcher. It's not like a tornado rips through your neighborhood dispersing leaves everywhere. Usually they are small bursts of wind that moves the leaves 2-3 inches off the ground, if not less.
