All along your yard. Maliciously Pointed into their yard.
If it is a camera that operates off Wifi, block it with a wifi Jammer. Then he will have to move it and you both can keep playing that game.
Call a Private Eye. Have him tailed in the next month
Then start a bunch of spam accounts of hot women. Start messaging him of FB or IG. Have them tease the man, or wife, until they show something compromising. Then just put all the evidence in the mailbox or somewhere pubically.
There are many options here. But dont feel like you have to sit there and feel violated in the own privacy of your back yard.

If the neighbor feels like he has to have a security camera in your back yard for his safety.
Something is def. Wrong here.
People I use to worked with would think it is funny to sign you up for the

The cops aren't going to do anything, and honestly they shouldn't be doing anything. The problem is if you take reasonable actions to protect your privacy they will do something to you. Unless you are part of the government that they serve and protect you are shite out of luck with that avenue.
Three options, make nice, which if you are dealing with the absolute scum of the earth like a tow truck driver, isn't going to work. Raise hell, in some form or fashion, continually blocking the camera or whatever things the board already came up with. Third, simply ignore it. It can bother you, just don't let your neighbor knows it bothers you. Eventually if you don't play the game won't be fun anymore and with the attention gone they will leave it alone.
