If you care about the child you move closer. This isn't a question.

Being a parent means endless sacrifice for the better of the child. Moving to UAE probably is not what you want to do, but its best for the child.

if she chose to move out of the jurisdiction he has some leverage, he can ask for modification and she has to return to court to answer, if she doesn't respond he wins, I say that of course with the knowledge that courts are biased in favor of those in possession of a vagene

Most significantly, what does the court order say about custody, support, visitation and her moving with the child.

No court is going to grant a divorce with a minor child involved without those matters addressed.

Theoretically, but practically speaking if he gave up his rights and agreed to her taking the child out of the country in a divorce settlement that was approved by the court, it is unlikely he will been successful getting a modification absent some showing of fraud on her part or a significant change in circumstances justifying the modification.

He needs to get competent legal counsel asap either way to find out.

However, he may just be looking for someone to tell him it’s ok to forget about the kid and move on with his life.
