DOTD said it paid Coastal Bridge for the work. Two years later, State Police confirmed to WBRZ those invoices are still outstanding

Yeah, I wouldn’t think that stiffing the State Police would be a smart move if you wanted to continue to get State work, especially if already involved in potentially shady stuff internally. That seems like a Bill id pay FIRST.

But, I’m not up to speed on shady business and fricking over employee best practices.

What's most surprising is how he has not been arrested year for not paying the state bill.

WBRZ Investigative Unit is learning about more people who claim owner Kelly Sills stiffed them.

He has so many judgments against him by major rock suppliers, industrial companies, you name it. The smaller vendors and sub's just couldn't even bother to spend the money to sue him b/c he will never pay up. I have no idea if any of them got money from the bonding company but owed bills where so astronomical if they saw anything it was minimal.

This vendor drove up from Tampa and sat in waiting room for two days. When he still wouldnt see her she got over 200 signs made and put them all around Baton Rouge and the plants!- Lafayette, Convent, and Port Allen.

Good lord. This is more of a shitshow than the alleged PPP fraud, insurance payment, non payment of the state police invoice, and disney world fiasco?

He’s the Matt Morris of Bridge Construction.

Morris only had to go to whitebread jail for a little bit. Kelly sounds like he's trying to make more of a bag-of-shite name for himself then Morris' little local robberies. He's obviously on his way to the slammer but making national news with the Disney stories and rumors the FBI is involved, he must want to get locked up for a good long while.

He applied for a PPP loan using old company records saying he had 75 employees when he really had 0. He got 2.6 million in PPP money.

Yikes! Sounds like PPP fraud there.
You must maintain the same number of employees (and prove it) to qualify for forgiveness. Sounds like he’s bankrupt anyway and can’t repay. But keep in mind this is an SBA loan and false statements on your PPP application can result in up to five years in prison.
