Sure somebody has pointed out that is a water oak, known far and wide to fall over or drop big limbs without warning. Only matters if you plan to try to prove your neighbor had reason to suspect the tree was a known hazard.
If you inspect the debris, I wager it will appear perfectly healthy. If it uprooted, the root mass will appear WAY too small for the tree. Not anyone's fault, that is what water oaks do.
Unfortunately for you, it is in your yard now so it is your tree, your problem and your expense to clean up. $3,000 is a VERY high estimate for debris removal, I see around $1,000 from your photo. Is that number your guess or a quote?

We take responsibility for our own property and things on our property, again, we don't live in area that wouldn't be that way.
Actually, my neighbor would have been at my house telling me all is good and help is en route.
Hence the reason I want to limit my exposure BEFORE an issue occurs by having an expert certify the health of my own.

I had this happen when my neighbors tree fell into my yard, it destroyed my patio, the furniture and smashed the roof. My insurance adjuster gave us 800.00 to remove the tree ourselves. We just cut it up with a chain saw carries it out little by little. Was not fun but we came out ahead in the end.

That's insane. That is a case of beer and two buddies removal job on a Saturday if I have ever seen one. That would be kind of fun actually.
