This is easy to answer, the citizenry fall into these categories:

1) poor and have no where else to go

2) family that has been there for generations and are hanging onto that NOLA charm of the good ole days of what it once was

3) transplants from the west coast and east coast that fall in love with the romanticism of the city and its “cheap”’housing compared to where they come from

This isn't directed at this guy but:

Stop electing idiots
Stop electing people by family name
Stop electing people because they tell good stories
Stop playing identity politics
Start fighting crime
Make the sewage board a competent, well funded entity
Put prisoners to work cleaning catch basins year round
Get out in the streets and demand change

It started in the 80s and 90s. Stalled out for awhile and is getting steam again.

Family, friends, and business kept the original people from moving.

Oh he's fricked. I was in that area during that downpour in August of 2017. Bienville and iberville had at least a foot of water.

It probably doesn’t help that the city is below sea level already and is built like a bowl. Of course it’s going to flood

Why the hell anyone chooses to live in that city is beyond me.

I spent significant amounts of time there(Westbank) and met my wife in New Orleans but have no desire to ever step foot back in the city.

It is the definition of inept.

Need to start organizing and move on city Hall. Business leaders need to support good people taking time off form work to make a stink. Not just the retards should be able to get things done that way.

That is a century old excuse. Some folks just give up and give in because it's below
sea level. Just go have another second line, this time for the whole city.

Grew up in old Metry, my grandparents lived on Rosa Ave. They had a huge cypress tree across the street from them that the roots took over the entire catch basin that was next to it...

The city has a huge problem with this and definitely needs to address this...

The basins are supposed to be hit by crews every 6 months for optimum performance.

After the August floods a couple years ago they released the amount of time it took to clean one, number of basins and number of trucks they have. The math came out to reaching them once every couple of decades.

It’s not right but it’s reality that citizens have to get on in there and when they hit a blockage call 311.

I did five in my neighborhood. I should have documented it better. I did get yelled at for putting a pile of dirt on someone's yard.
JP not nola, so not that bad, only two had to be dug out.

Could the city be successfully sued over this, with them claiming that they have been inspected/cleaned when they clearly haven't been touched in years?

A pay out is what they want, so no litigation.
