Yes but not all citations are on that. Again, you can get a citation for leaving dog poop in the park or riding a bike not on the bike path. It's not going to be on the weekly crime report.

Unless already mentioned get his cell service provider and via your PI and the Missing Persons affidavit from police report to PING his phone on the dates he went missing.

Did I miss why he stopped going to work? Was that planned? Someone at work or a friend has to know what’s going on with not working? Or travel plans?
Also, check the other local states arrests. Maybe he went to Vegas or Portland and got arrested there? Did he travel or anything? Maybe he went on a camping trip? Hunting trip?
Or maybe he went on vacation? Why was he bumming around so much? Living pay check by paycheck for the most part? If he was a manager maybe not?

Dude, read through it, they have reports of an Uber driver returning something left in vehicle, and a coin found in booking area, I am sure they would list someone not picking up dog poop

Have you checked skid row? I know that's a scary place but maybe he used again and felt so shitty ab it he's resigned to staying there and off the grid for awhile?
I would 100% hang flyers there bc if drugs are potentially involved maybe somebody there has some answers. If there's any chance he's there, I know there is a YouTube channel of a guy that interviews random people there you may be able to reach out to and put him on the lookout

Would the PI you hired be offended if you hired a second one to bring a different local perspective?

Of the restaurant bar operators we've known, there was usually one bar open a bit later where the bosses got together. Can your private eye find out which one? And talk to the way after hours folks at that one?

OK, man. I lived there for a few years and once got a citation for riding a motorbike without a helmet. Not all citations are on that report but you do you.
ETA: The OP also said the citation was around 5:30PM. Nothing on that report fits the time

And you ignore that the citation was issued at 5:30 PM. Nothing in the report you linked for 5:30 hence not all citations make the crime report.
