Ok it didn’t give a narcotics description on the citation itself which is all I had previously to go on. Could that have been him smoking weed from a pipe drunk on the pier? I wasn’t avoiding it I didn’t know that based on the citation that was given.

Am I reading your post correctly that the PD has his phone and he never went to retrieve it? If so, they took it 8/22, far before he went missing. Odd that he wouldn't go and get it.
On the other hand, considering he went and talked to his boss and said he was going to be gone for a while, it certainly seems like he was already planning to go off the grid for a bit and not retrieving the phone would fit in this scenario. I think the fact he got his check kind of rules out suicide or, at the minimum, indicates he wasn't considering suicide on 8/28.
Are there reasons he wouldn't want to be found? Legal troubles? Child support? Strained family relationships? Would he be reasonably correct in assuming that if he reached out to you, you would alert others and his cover would be blown? I'm not asking for an answer to these questions but they're questions you should ask yourself when contemplating why the hell he would drop off the face of the Earth without contacting anyone.
One last thing...you said the car was totaled. Was a check issued by the insurance company? If so, this would likely be a decent chunk of change he'd have in his pocket which, for someone looking to "escape it all", would go a long way in helping him hide. Not sure knowing where the check was cashed would do you any good but knowing he had money in his pocket may make your search a bit more difficult (if that's possible).

It could have been any type of narcotic. He was just cited. He was released and it’s unlikely they’ll call his case. They are pretty lax on this stuff and with Covid even more so.

Curious - Were the last 4 digits of his cell 6773?
Was his last known street address number 3456?
Trying to see if the databases I use have old or new info
Also, with his personal Information, can you call a credit agency acting as him and see if anyone has pulled credit history? Like for a new job, appt, insurance, etc
Also assuming you contacted MArymount California University to see if he ever enrolled for the semester

Hoping at best you find your brother. Hoping at worst, you get some closure.

Do you tell your family about your party buddies? Most dont.
A month is a long time, I wish the OP the best. But if you are on a drug bender the people you are with if you are out of state it’s not likely your family knows them.
Some restaurants are close knit some are not, some of it depends on the people. Especially if someone was trying to “stay away from that crowd” it’s very very possible he partied hardest with people outside of work. Been there done that.

No way a claim check was issued within a week between the wreck and the brother disappearing.

This was years ago but I had one issued two days after an accident before. I can't remember which company it was but they had a drive-up adjustment center and cut me a check right there that day.
Maybe things have changed...just spitballing based on my own experience and the timeline showing roughly a week between the wreck and disappearance.

Have you requested the employer provide a front and back copy of the paycheck? Could provide where it was cashed or what bank account It went into and give you a last known address.

And I came back just to post the citation that the clown said I was avoiding. I had no clue that there was a police scan report matching the time to time of citation. Again, another reason why I brought this here bc I knew y’all would be able to point out things that I’ve missed. And yes my family means well but they have pretty much put this all on me, and it’s been a lot. I know I’ve done everything I physically can but if he has intentionally gone off the grid and doesn’t want to be found then so be it. Really hope the worst hasn’t happened like some suggested and maybe I didn’t want to believe. I didn’t see any of this coming despite “issues” inconsistencies or signs. It’s just never been him. I will keep trying to find him regardless. I appreciate everything from y’all Will follow up in morning.

Yea my wife and I have both have had separate wrecks this year (not our faults) and things are fairly slow dealing with claims right now and on a totaled vehicle it's a bit different too especially if there is a lender payoff involved.

He’s a grown adult & his family is two time zones away. He doesn’t have to go off the grid for 3 weeks to have a bender

contact the bank or credit card he uses, tell them he’s missing and at danger and you need to know where his last few transactions have been. Then follow the trail

Yea because banks willingly share information like that in the world of phishing scams. I know you mean well but it's not that easy.
