Tell them you have offer from another company, but that you wanted to stay with this one, but if they aren't allowing you the opportunity for job growth, then you might have to walk.

My opinion is you shouldn't overreact. This happens and it isn't limited to you or about you other than you are needed and valued in current role OR you haven't been in current role long enough OR your performance hasn't been good enough to warrant allowing you to move.
If you value your career and working at your current employer, relax. Get some clarity and determine why, ask what you can do to achieve your interests and take the weekend to think through. If you don't care quit.
Most employees think they have leverage, but you really don't. Go stick your hand in a bucket of water and pull it out and see how long it takes for the small ripple to flatten back out. I always put the bigger picture ahead of my immediate emotional reaction and it has served me well over time.

I didn’t mean quit though. I meant he doesn’t take no for an answer, and tells them he’ll cover until they fill his position, then move to the promotion

What it means is if he leaves they obviously have to replace him in his current department.
The company may have a hiring freeze where they cannot hire any new employees, therefore, no one can do his duties once he leaves, causing major issues for his current department.

This is why you always find a way to get incriminating photos or information on your superiors. The $2000 you pay a savvy hooker to seduce him on a business trip and take pics more than pays for itself.

No this happens everywhere in all industries at times. Most of these bad managers get taken care of (fired) eventually. This is what I have seen in the oil industry.
