I lived in west Texas. In my opinion, that's not west Texas. East west Texas at best.
As for places to live....everything sucks out there. Best bet is El Paso Marfa or alpine.

Midland beats the hell out of Houma. At least there's a decent airport to get you out of there on weekends.

Good restaurants in Midland:
Wall Street Steakhouse
Cancun Mexican downtown
The Lost Cajun
The Bar
The Blue Door Bar makes some great cocktails
Barn Door in Odessa is worth a trip.

Midland has had money for 100+ years. Lots of very rich people there who make the best out of it. There's a God damn Polo club! You can have a decent time, provided you're making good money. The flip side of that is that the service industry is terrible there because anyone with a brain can make $70k in the oil biz.

Order of "niceness" of the NM towns in/near the oil patch:

Roswell
Artesia
Hobbs
Carlsbad

Nobody moves to Carlsbad unless it is to work in the oil field or mining (potash). The locals are good people, the traffic and real estate prices suck (due to oil boom), and there are very few options for eating or entertainment.

Fun fact for you about Midland/Odessa: Satan designed hell around this place and the surrounding areas

Abilene, Lubbock, San Angelo are all decent places to live like others have said.

As far as what to do, drink and watch football. It blows balls in these parts, but at least the people are friendly
