Having spent a lot of time there I agree with the shyster comment. It amazes me how acceptable it is to cut in line if you give up one foot between you and the person ahead of you. Can't get away with that here.

Cheating has been a part of their culture for centuries. Basically it's their expectation that somebody is going to cheat so they may as well be the cheater and it's your problem if you don't catch them doing it.

A friend made a fake "A" bib for Crescent City Classic. He paid his registration but got a "B" bib based on a previous race time. He wanted "A" so he could start closer to the front. The red marker he used to fake it ran because of the sweat. It looked bad but the race organizers didn't call him on it. And his time was fast enough to get the free poster.

Don't act like this is constrained only to China. Kudos to them for nailing them.
There really isn't much race organizers can do to stop those who really want to run without paying an entry fee, and there are probably some race routes that have spots where shortcuts can be made.
