The story is not that a guy drowned in the ocean - the story is that black social media conspiracies have propelled this to a national news story even though there is absolutely no forensic evidence or witness testimony that points at a crime being committed. Just black people making shite up and a society that placates them under any circumstance.
That's the story. It's not some type of whodunit. I don't know how you are so dense that you don't get that.

Because we don't know the details of the drowning. Was it an accidental drowning and no one saw him? Was he rough-housing in the water with someone else and drowned? Did he take a bad batch of cocaine and pass out in the water. Did someone actually see him drown, but they never came forward because they were afraid that they could somehow be liable in some way?
Are all of these scenarios likely? No. But in any case, it's investigators job to figure out what happened, when it happened, why it happened, etc to the best of their ability. They won't just say, "he drowned, case closed. No further investigation is needed".

This has to be some kind of troll. The whole thing about drowning is that it usually happens alone or someone would try to save them. If they were all doing the same cocaine then it would affect them all so that theory is ridiculous. Sure that's it. Blame anyone or anything but him being irresponsible. He wasn't the only one doing blow. Others would've been affected too if laced.

None of your scenarios are murder, or even a crime beyond drug use.
Drug and alcohol use is a factor in many deaths. None of which are generally newsworthy.
There is literally no reason we should even know about this beyond the fake racial angle.
