A shitty contractor who had the wrong address likely and realized when they were done and now don't wanna pay to fix it. That happens more often than you think.

I was by a local credik office that gives out medium to small loans to people and they must take anything for collateral. I saw a lawn mower, barbecue pit, and printer in the store front. Not sure if it was repoed or if they volunteered it back.
From what I recall, some of these places will ask a potential client for extra items in their home that cannot be exempted from a bankruptcy as collateral.

Not sure the end game here, but pretty common scam people run with houses for sale. I have seen it tried a number of times for new roofs on a property that is for sale and some time bank owned for sale. They say they live out of town and need to get it done before closing etc, guess they say they will send a deposit check that will be over the deposit amount and ask you to remit the difference hoping that is done before the bank figures out the check is no good. All I can figure.

She didn't pay the half promised later for the job. I'm sure the contractor gave her a *lot* of leeway to pay him before she put the home for sale.

I actually had that happen to me in Baton Rouge in 2018.
EBRPSO, is worthless.
LA Contractors Board is a joke.
Somehow Karma blessed me with him losing a mini excavator with hammer, Georgia buggy, and skidsteer.
Guy was unlicensed and bid on my driveway I said no. He was 8k less than bids I got from three licensed concrete contractors with references.
He was doing my neighbors driveway.
He started on mine and I came home saying WTF.
His crew ran to the neighbors leaving the equipment running which was a skidsteer, Georgia buggy, and mini excavator with small hammer.
Called the EBRPSO.
They came out and my camera was damaged. No, witnesses. They did tell the unlicensed contractor and his workers not to come on my property.
Called LA contractors board. The did come out quickly, and knew the guy. Said all they do is fine him. The judge, who puts a stop work order on him does not follow through. Not much they could do, but fine him.
The guy came back two days later looking for his equipment. I don’t know what happened to it.
This time my camera was working, so I called the sheriff which they got him for criminal damage to property as he broke my storm door.
He called the sheriff and said I stole his equipment after a week passed. I had the first report which did not mention equipment, he stated to the deputy he was not on my property, and my camera was broken.
They left and never came back looking for his equipment.

Yep. They almost got me with it, but I knew something was fishy so I backed out.

1) guy played the system.
He lost this round and he lost his equipment.
2) my retired police K-9 loved the last time he came around. He was used as a training dummy.
Guy never came around after that.
