They're nowhere near ready for any sort of war. They could gear up for a war. But it would take them at least a couple years before they were even a shadow of what they were back in the late 80's.

That is incorrect. Germany is truly at its weakest since the end of WWII. At the present time Poland, France, and the UK stand as the most formidable fighting forces. And even the counties I mentioned rely heavily on the US for logistical purposes. See France's recent exhibition in Africa as an example.
