To make it seem local, not Federal. They are really trying to keep people from this thing.
They just denied and avoided questions about some pretty credible reports that have come out.

It's almost like the Sheriff was hinting at the real motive earlier in the first couple press conferences, but now that the Feds have gotten to him he's been told to stay tight lipped or change the narrative.

And there is the problem. Just because someone tweeted it or some reporter with an anonymous source reported it, doesn't make it credible.

Charles Moose was the face of the LEO scrambling to stop that sick frick and his protege'. He was the Montgomery County Police Chief.
I think the FBI prefers to do it like that so they can stay behind the scenes and focus on intel and apprehension.
