Not really. Logistically impossible. This is a huge, huge country. It is one thing to impose curfews in a hurricane stricken area that can be reinforced from the outside. It is another thing altogether to enforce a mandatory lockdown in a Constitutional Republic (implicitly with deadly force authorized for enforcement) and not have mini civil wars break out.
The government isn't going to (and shouldn't be expected) to go grocery shopping for 1/3 of a billion people.

Bingo. Aint happening. Tell me, where is the military manpower going to come from to enforce martial law statewide, much less nationwide?
