My guess, without any context other than the video, is that the husband wanted their children to see her finish, and one kid got away from him. If that’s the case, setting up prior to the finish line was dumb.
However, until his intent is known, people are overreacting in crapping on him.

Exactly. Wait for her after the finish line. Most runners would be thrilled to have someone waiting to greet them there.
If she stops before the finish line she doesn't get credit for finishing the race.

Mom runner wanted to greet kids before the finish to finish together. Husband was just following directions. She unexpectedly ended up being in first, which led to the issue.
The other guy that everyone said she was hooking up with is her brother who was helping her run the race.
Other notes: She missed the deadline to register for this race and the husband is the one who got her in it.
