Eh, couple of questions/issues here:
As pointed out, not exactly the guy we want determining guilt/innocence
Secondly, as this board should definitely know by now, sex offender is a loose term. There could be two guys in there, one is a sex offender for pedophilia, and the other for statutory with a girl 1 year younger than him who consented. We would likely view these two as vastly different, but probably not in this guy's eyes.
As for the haven thing, correct me if I'm wrong, but it sounds like they're following the law and staying away from the stated locations. Seems okay by me unless I missed something.

There's a documentary about this trailer park on Netflix called Pervert Park. They didn't actually set up a haven for sex offenders. It's just one of the few places that is out of range from all the places that they are prohibited from living near so it became a haven by default.
