Disagree completely. Other than for security, people are probably up to no good with these most of the time, and I would be a little weirded out at one flying near my property. But, I am a paranoid idiot, too.

I think there is a much better chance that Mr. McBay is into some shite he doesn't want anyone to know about. Or he's just nuts. The CIA? Really?
There's also nothing in the article that indicates the drone was flying over his property. Actually, the "flying low and hovering" phrase seems to indicate that Mr. McBay could have shot someone for playing with a toy.

I was on the shooter's side (ish still kinda an ahole move, but on his property, sure) but that's pretty damning.
