my girl is a little awkward and does not make friends or communicate easily, my wife was excited about the idea of plugging our girl in with a friend

Also,I feel like if I were married I wouldn’t want my wife giving another man her number. I would’ve give him my number instead of her giving him hers.

Dude sounds like he needs his arse beat. But you've got to handle it properly so you don't come out looking like the a-hole. I like your idea of punking him out. Another way would be to publicly shame him. My neighborhood has a facebook group. Let all the other neighbors know how much of an arse the guy is.
