1. local jurisdictions can invoke criminal code. arrests and fines.
so not "guidelines".
2. guidelines/laws are not just for the adolescents flouting and carrying on.
its mainly to keep a lid on the spread so the medical system can deal with it and also to protect the elderly and people with previous issues, like copd or diabetes.

The election cycle coming up after this is going to be a slam dunk for the opposition to the incumbents that put in these types of measures. Hopefully this ousts all the government overreach folks and brings about some healthy change.

an election black swan.
in my mt county we have 4 cases. two couples. both men went to sf bay area for work and brought it to our region. gave it to their wives. first guy was scrupulous about social distancing. no community spread. 2nd guy apparently was too self absorbed to gaf and its likely going to hit hard as he was all over with not a care in the world. his identity is being protected. we have 11 ventilators for 65,000 people.
i had a couple of idiots like that push up to the register while i was paying.
im amazed at the ignorance.
i told one to get the f back and he was offended.
