I would think that driving immediately to the nearest safe area and reporting the incident should be sufficient.

as a matter of fact, is a plain citizen obligated to render assistance in such an accident?

Morally - I think there is an obligation to render whatever aid you are capable of effecting. But it it is in a dangerous area - especially if the accident was unavoidable - it would become a close call.

The article doesnt detail the charges. If he was just charged with a hit and run, his bond should not be high.

I wouldn't put it beyond some dad to take matters into his hands. One day it's gonna start happening and people might want to stay in jail a lil while to let the dad's anger to settle down. I couldn't blame the dad at all.

What if this happens off Plank near Prescott? What are you going to do then?

This would be a terrible position, even stone-cold sober.
