Check the numbers. In spite of the huge risk california hardly does any compared to other states. The red tape to have a prescribed burn there is ridiculous. Huge swaths are off limits with bans in place for one environmental reason or another.
They don't have zero...but it isn't properly managed as evident by the numerous out of control fires there.

I’ve been watching the local CBS coverage and Altadena has been hammered. Businesses and residential areas are wiped out. There was a 91 year old man who lived in his house for 60 years that was interviewed. It was heartbreaking as they were standing in front of the property and he got emotional.

They don't burn nearly enough. My dad was a forester for 40 years and fought many fires out in California.
The US Forest Service used to (and im sure still do) butt heads with California all the time dealing with forest management.

Forest service. Not those guys fault. They are very good at what they do. The problem is the environmental nuts that are given too much power in california that won't allow burns in needed areas for one reason or another.
Example... California has its own local "air quality districts" that perpetually deny burn permits due to "air quality" concerns.

Nah, Woodley fire is a relative nothingburger.
It's a central, brushy area that's just a few parks and homeless encampments. The fire will be naturally contained by the surrounding man-made terrain (101 and 405 freeways, victory and Woodley Blvd). There's constant fires in the area due to the homeless, and it's never an issue.

One of our district rangers transfered from California. I had a very long talk with him about how much easier it is to accomplish goals here so far as fire prevention. It was so bad he moved.
Basically if areas get denied it screws up the entire management plan. Here in arkansas most land is on a 5 year cycle and the forest service is the final say. Those guys work and plan hard to make sure fires can't get out of control then some jackass worried about their averages on an air monitor can shut them down in California.
Too much power given to the wrong people.

There are fires abut 2 miles northeast of it in Altadena.
