I wonder if they found him from some other technology that the Government or a Commercial entity doesn't want the masses to know they use to spy on citizens and they then fabricated the "McDonald's Tipster".

Let's see if the Tipster ever gets a reward. Maybe they'll say they don't want to release his/her name (Tipster) for their own safety.

I'd say he's already more successful than either of them. All they did is kill and injure some low level functionaries and didn't materially affect the institutions they were trying to bring down.
