It's a rural state for the most part, you can leave your home and keep social distance

Maybe because they aren't provided enough tests. We seem to focus testing on most likely to have (people & areas like NJ which has been hitting over 50% on results each day lately). If area is already isolating and only having experimental treatments on top of using tests to confirm it's not something else i am not sure why they don't assume it's corona and use more tests to verify places with low cases but also low testing and also catch more with earlier symptoms.

Current testing in hot spots is being pushed more by Drs treating their patients or misguided notion it's hasn't spread outside of hotspots even weeks after that's shown to not be true, and This is not slowing and stopping spread nation wide. It may understandable for doctors with patients in front of them to push this for their patients and maybe first 2 weeks of ramp up in testing, but public policy also has be about nation and limiting the spread by catching it earlier and also seeing if some areas can get back to work. That NO doctor wasted time of a lab to retest a sample and a university to do completely new test because they didn't believe negative results for a person that came back after she was already dead. Store samples and retest when tests aren't constrained in numbers.

There was some debate in task force on where to push the Abbott rapid tests. Some thought it should focus more on the under tested areas both rural & suburban to truly find out about spread across the country while others thought it should focus more on hot spots like is currently done with testing. I agree with former as these started to ship in middle 3rd week of ramp up/restrictions, and today is start of 4th. We need more data on this from Under tested areas especially with incubation at 2 to 14 days with many areas having Spring Break week before ramp up started & also many traveling across country during first 2 weeks of ramp up.

I think more of the same won out at least initially as I think first shipments went to Detroit and NYC. Michigan hasn't even been reporting negatives or total test results, so who knows what their true positive rate is. They are probably using that to get first in line for tests.

The idea is that the parishes with more cell phone movement are indicative of less social distancing. It doesn't prove it, but it's likely they are not bc they are leaving the house more. In the meantime, Orleans Parish's percentage share of cases keeps dropping and dropping as the rest of the state thinks it's a city problem and does whatever they want.
