You've clearly never been to West Virginia...

there are some small towns in S. WV that look like third world countries

the roads are fairly clean and well maintained, but the majority of private residences are beyond anything a lot of people have ever seen

Same for many of the Indian Reservations in AZ. Poverty like one would imagine seeing in another country and not here in the U.S.

If you look on fast food bags and other packages they have a triangle on them that their biodegradeable so it's not really a big deal to throw it out

It's both. The clean up crews in the state are wildly under funded and don't have nearly enough equipment to handle the maintenance that is needed to keep up with trash, grass cutting, tree trimming etc... Couple that with people that have no pride and no job, and this is what you get.

I've had a few conversations with my parish representative and the head guy in charge of maintenance for my area of Baton Rouge and he went on and on in a nice educated way of how weak their department is. One major function that is lacking was the pay. The department only plays something like 12 bucks an hour for grass cutters, weed eaters etc and all it takes is a few hot days of work and the workers quit and head for a burger flipping job in the AC for $14 an hour.

I'm from here and I think it originates from the mentality of Mardi Gras that if you throw something on the ground its acceptable, or somebody else will pick it up.
Louisiana really is the worst state when it comes to litter. Sad.

How many times have you actually seen someone throw something out their window? I think I've seen that happen maybe twice

I live North of I-20 in Ruston. The convicts come down my street and pick up trash every couple of weeks so it stays pretty clean up here. The truck that picks up limbs comes by every week, if not twice a week. A different truck comes and picks up dead animals. I think you have to call someone to get them to come out. Lots of possums, skunks, coons and squirrels for them to pick up. At least a couple of deer every year too.

Every time I see the convicts picking up trash, I wonder whether the south side of town gets the same attention.

Its both that create what you see today. I have travelled and lived all over the US and overseas...Louisiana is by far the trashiest place I have ever seen.

Not sure if you are dumb or if this is a terrible troll attempt. The little triangle means the item was made with at least a portion of recycled materials. Not that it is biodegradable.

Only a handful of times, but all within one year by some jacked up, stickered out, truck nutted, douchemobile driving on airline between highland and prairieville.
